The dissertation examines published evaluations of LEAA and assesses the degree to which they have influenced amended legislation relating to LEAA.
Abstract
Evaluations of LEAA were made during Federal crime control program planning (1965-68) and prior to passage of the Omnibus Crime Control Act of 1970, the Crime Control Act of 1973 and 1976, and the Justice System Improvement Act of 1979. Each of these major evaluations are described and their place in the congressional hearings process examined. Findings indicate that limited concurrence between evaluations and legislation exists. Evaluations are included in congressional deliberations, but the recommendations and evaluations put forth rarely agree, and Congress amends the legislation without concurring with those evaluations. Factors other than evaluators' recommendations affect legislation. Evaluations are conducted and published for purposes other than to influence legislation.
