THE ORGANIZATIONAL MODELS OF TRADITIONAL AND INNOVATIVE POLICE DEPARTMENTS ARE COMPARED IN THIS STUDY OF TWO TEXAS POLICE DEPARTMENTS.
Abstract
THE OBJECTIVES OF THIS STUDY WERE AS FOLLOWS: (1) TO IDENTIFY THE ORGANIZATIONAL MODELS ADHERED TO BY A TRADITIONAL POLICE DEPARTMENT AND AN INNOVATIVE POLICE DEPARTMENT, (2) TO DETERMINE DIFFERENCES IN PERCEPTIONS OF THE TWO MODELS, (3) TO DETERMINE IF THERE WERE SIGNIFICANT DIFFERENCES BETWEEN MANAGERIAL STYLES OF UNITS WITHIN THE TRADITIONAL DEPARTMENT, (4) TO DETERMINE IF THERE WERE SIGNIFICANT DIFFERENCES BETWEEN MANAGERIAL STYLES OF UNITS WITHIN THE INNOVATIVE DEPARTMENT, AND (5) TO DETERMINE IF THERE WERE SIGNIFICANT DIFFERENCES IN PERCEPTION OF MANAGERIAL STYLES. LIKERT'S PROFILE OF ORGANIZATIONAL AND PERFORMANCE CHARACTERISTICS WAS USED TO IDENTIFY MANAGERIAL SYSTEMS WITHIN THE DEPARTMENTS. ALL POLICE OFFICERS FROM THE TWO CHOSEN DEPARTMENTS WERE ADMINISTERED THE QUESTIONNAIRES. ANALYSIS OF VARIANCE AND THE T-TEST WERE THE PRIMARY STATISTICAL TECHNIQUES USED TO ANALYZE THE DATA. THE LEVEL OF SIGNIFICANCE WAS SET AT THE .05 LEVEL. IT WAS FOUND THAT THERE WAS A SIGNIFICANT DIFFERENCE IN MANAGERIAL STYLES BETWEEN THE TRADITIONAL AND INNOVATIVE POLICE DEPARTMENTS. WHILE THE TRADITIONAL POLICE DEPARTMENT HAD A CLASSICAL ORGANIZATIONAL PHILOSOPHY, THE INNOVATIVE DEPARTMENT HAD A MORE HUMANISTIC PHILOSOPHY. NO SIGNIFICANT DIFFERENCES BETWEEN MANAGERIAL STYLES OF UNITS WITHIN THE TRADITIONAL POLICE DEPARTMENT WERE FOUND. HOWEVER, SIGNIFICANT DIFFERENCES AMONG THE MANAGERIAL STYLES OF THE VARIOUS UNITS OPERATING WITHIN THE INNOVATIVE POLICE DEPARTMENT WERE FOUND. FINALLY, IN BOTH POLICE DEPARTMENTS THE PERCEPTION OF MANAGERIAL STYLE BECAME MORE HUMANISTIC AS RANK INCREASED. A LIST OF REFERENCES, DATA COLLECTION INSTRUMENTS, AND TABLES ARE PROVIDED.
