CHRONOLOGICAL ANALYSIS OF JUVENILE DELINQUENCY PROVISIONS IN IRAN FROM THE RELIGIOUS RULES STILL IN FORCE IN 1916 UNTIL THE 1973 LEGISLATION.
Abstract
IRANIAN JUVENILE PENAL LEGISLATION DISTINGUISHES BETWEEN A YOUTH WHO IS THE VICTIM OF AN OFFENSE, A YOUTH USED BY ADULTS TO COMMIT AN OFFENSE AND YOUTHS COMMITTING AN OFFENSE OF THEIR OWN WILL. THE LATTER IS THE SUBJECT OF THIS ARTICLE. THE AUTHOR DEALS WITH REVISION OF THE AGE OF CRIMINAL RESPONSIBILITY, THE DEVELOPMENT OF NEW APPROCHES TO PUNISHMENT AND TREATMENT AND IS PARTICULARLY CONCERNED ABOUT THE LACK OF PREVENTIVE MEASURES. IN HIS CONCLUSION HE POINTS OUT THE ADVANTAGES OF A SEPARATE JUVENILE PENAL CODE, WHICH AT PRESENT DOES NOT EXIST IN IRAN. REFERENCES ARE INCLUDED. --IN FRENCH
