THIS LAST VOLUME OF THIS REPORT FOCUSES ON THE POST RELEASE PERFORMANCE OF THE PROJECT TRAINEES AS MEASURED BY RECIDIVISM RATES AND EMPLOYMENT SUCCESS SIX MONTHS FOLLOWING RELEASE.
Abstract
A CONTROL GOURP WAS USED TO EXAMINE THE DIFFERENCES IN THE POST-RELEASE EXPERIENCES OF TRAINEES AND NON-TRAINEES. THE RESULTS OF THE ANALYSIS INDICATED THAT TRAINEES AHD SIGNIFICANTLY LOWER RECIDIVISM RATES THAN CONTROL GOROUP MEMBERS. ALTHOUGH THE PROGRAMS IMPACT ON THE POST-RELEASE EMPLOYMENT SUCCESS OF THE TRAINEES WAS NOT CLEAR, RESEARCHERS CONSIDERED THE LOWER RECIDIVISM RATES A REFLECTION OF GREATER EMPLOYMENT SUCCESS. IT WAS ALSO FOUND THAT RECIDIVISM AND EMPLOYMENT SUCCESS WERE STRONGLY INFLEUNCED BY THE SAME PERSONAL CHARACTERISTICS THAT PLAY A MAJOR ROLE IN LABOR MARKET SUCCESS FOR THE GENERAL POPULATION. NO STRONG RELATIONSHIPS WERE FOUND BETWEEN POST-RELEASE PERFORMANCE AND TRAINING PROGRAM CHARACTERISTICS. NINETY-FIVE PERCENT OF THE TRAINEES QUESTIONED IN A FOLLOW-UP STUDY THREE TO SIX MONTHS AFTER RELEASE FELT THAT SOME PROGRAM SERVICE OR COMBINATION OF SERVICES WAS HELPFUL TO THEM DURING THEIR POST-RELEASE PERIOD. HIGH AND LOW RATINGS WERE GIVEN TO BASIC EDUCATION AND JOB PLACEMENT, RESPECTIVELY. RESEARCHERS CONCLUDED THAT A COMPREHENSIVE INMATE TRAINING PROGRAM THAT IS PROPERLY DESIGNED AND IMPLEMENTED CAN HABE SIGNIFICANT IMPACT ON POST-RELEASE SUCCESS.
