EXAMINATION OF THE ADMINISTRATIVE AND LEGISLATIVE DEVELOPMENT WITHIN THE DEPARTMENT OF LABOR AND THE CHARACTERISTICS OF VOCATIONAL TRAINING IN CORRECTIONAL INSTITUTIONS.
Abstract
THESE PROGRAMS ARE BASED ON THE GENERAL HYPOTHESIS THAT THEY WILL HAVE A DIRECT EFFECT ON THE SUCCESS OF RELEASED INMATES AS MEASURED BY EMPLOYMENT AND INCOME STABILITY, SOCIAL INTEGRATION, REDUCED WELFARE DEPENDENCY AND REDUCED RECIDIVISM. THIS REPORT DISCUSSES THE CHARACTERISTICS OF THE TWENTY-FIVE INMATE TRAINING PROGRAMS COVERED BY THIS EVALUATION STUDY. THREE BASIC ASPECTS OF EACH PROJECT ARE CONSIDERED: THE CHARACTERISTICS OF ITS OVERALL TRAINING PROGRAM, THE CHARACTERISTICS OF THE VOCATIONAL TRAINING COURSES IT PROVIDED, AND THE CHARACTERISTICS OF THE INSTITUTIONAL ENVIRONMENT IN WHICH THESE PROJECTS OPERATED. THE APPENDIX TO THIS VOLUME CONTAINS, AMONG OTHER THINGS, THE PROPOSAL FOR TRAINING PROGRAM AND THE DATA COLLECTION FORMS USED IN THE EVALUATION. FOR VOLUME ONE, 'PERSPECTIVES ON OFFENDER REHABILITATION', AND VOLUME THREE, 'IMPACT OF THE TRAINING PROGRAM ON TRAINEES', SEE NCJ-18360 AND 18362.
