DELINQUENCY SOUTH OF THE SAHARA IS MORE DISTINCTLY AN URBAN PROBLEM, AND THE AFRICAN EXPERIENCE IN DEALING WITH IT HAS SOMEWHAT FOLLOWED THE EUROPEAN PATTERN.
Abstract
AFRICAN COUNTRIES HAVE USED JUVENILE COURTS, PROBATION, APPROVED SCHOOLS, REFORMATORIES, AND, AS A LAST RESORT, IMPRISONMENT. AFRICA HAS NOT YET BEEN ABLE TO DEVELOP THE REFORMATIVE SERVICES TO THE FULL AND STILL LACKS MOST OF THE ANCILLARY MEDICAL, PSYCHIATRIC AND SOCIAL SERVICES IT REALLY NEEDS TO DEAL WITH THE PROBLEM OF CRIME. THERE HAVE BEEN FEW ATTEMPTS TO ASSESS OR INVESTIGATE THE PROBLEM OF CRIME IN AFRICAN COUNTRIES, AND THERE HAVE BEEN HARDLY ANY EVALUATIONS OF PREVENTIVE OR REFORMATIVE MEASURES.
