This executive summary presents the findings and recommendations of an evaluation of Florida's Justice Management Information Center (JMIC).
Abstract
Established in November 1978, JMIC was formed to process information solely for courts and corrections. In August 1979, the JMIC was reorganized into the Justice Data Center (JDC). Prior to the establishment of JMIC, the Office of State Court Administrator and the Department of Corrections had data processing applications spread across several data centers. Common information needs prompted the establishment of a joint data center. The evaluation (1) described the JDC accomplishments to date, (2) assessed facility use, (3) examined the adequacy of existing and proposed interfaces with other agencies, (4) analyzed operational procedures, and (5) assessed progress to date. Data were obtained from extensive interviews with primary and ancillary personnel involved with JDC, as well as representatives from various State agencies. Further information was obtained from JMIC planning documents, pertinent State statutes, and related Department of Justice regulations. Overall, the evaluation shows that the JDC has made commendable progress in its first year. Among the 14 recommendations for improvement are (1) the performance of a computer capacity planning study, (2) clearer definitions of responsibility for all involved parties, (3) the development of short- and long-range plans, and (4) the development of standards and procedures. A schedule for implementing the recommendations is provided. Charts are appended.
