PLANNING STRATEGIES AND TACTICS FOR THE PROVISION AND EVALUATION OF HUMAN SERVICES AT THE STATE AND LOCAL LEVAL ARE REVIEWED, BASED ON DETAILED SITE VISITS IN NINE STATES.
Abstract
A CONCEPTUAL PERSPECTIVE ON PLANNING WAS DEVELOPED AND REINFORCED BY DATA COLLECTED THROUGH SITE VISITS IN ILLINOIS, KENTUCKY, MASSACHUSETTS, MISSOURI, NORTH CAROLINA, RHODE ISLAND, VIRGINIA, WASHINGTON, AND WISCONSIN. AN ORGANIZATIONAL VIEW OF PLANNING WAS ADOPTED, WITH PLANNING CONSIDERED TO BE A STRUCTURE FOR DECISIONMAKING THAT CONTINUOUSLY AND VARIOUSLY INTERACTS IN A SOCIAL SYSTEM WITH OTHER DECISION STRUCTURES. PARTICULAR ATTENTION WAS GIVEN TO THE NATURE OF ORGANIZATIONS, MANAGEMENT AND CONTROL IN ORGANIZATIONS, PLANNING AND MANAGEMENT, THE TASK OF PLANNING AND PLANNING TASKS, AND THE STABILITY OF PLANNING. DATA COLLECTION PROCEDURES FOCUSED ON SUCH PLANNING DESCRIPTORS AS OUTPUTS OR PRODUCTS OF PLANNING, GOALS OF PLANNING, THE SCOPE OF AND FUNCTIONS SERVED BY PLANNING, PLANNING METHODS AND TECHNIQUES, AND THE ENVIRONMENT AND SUCCESS OF PLANNING. STRATEGIC, TACTICAL, AND ENVIRONMENTAL FEATURES OF HUMAN SERVICE PLANNING WERE ANALYZED. STANDARDS FOR THE EVALUATION OF PLANNING ENCOMPASSED INTERNAL EVALUATION CRITERIA, FUNCTIONAL CRITERIA, AND STRUCTURAL CRITERIA. GENERAL CATEGORIES OF PLANNING PRODUCTS IDENTIFIED AS A RESULT OF THE SITE VISITS INCLUDE THE FOLLOWING: PLANS FOR PLANNING, COMPLIANCE PLANS, AGENCY OPERATIONAL PLANS, BUDGETS, AND OTHER INFORMATION OUTPUTS (ISSUE AND POLICY ANALYSES, STATISTICAL REPORTS AND PROJECTIONS, MEMOS, LETTERS OF AGREEMENT, AND RESEARCH REPORTS). RECOMMENDATIONS DEALING WITH FEDERAL ACTIONS TO BE TAKEN IN TERMS OF STATE AND LOCAL PLANNING FOR AND EVALUATION OF HUMAN SERVICES ARE ORGANIZED ACCORDING TO EIGHT MAJOR HEADINGS: PLANNING REQUIREMENTS, LOCATION OF PLANNING, SUPPORT FOR PLANNING, TECHNICAL ASSISTANCE AND TRAINING, SUBSTATE PLANNING, EVALUATION OF PLANNING, FEDERAL WAIVERS, AND MAINTENANCE OF PLANNING.
