A CONCEPTUAL MODEL OF THE PUBLIC SERVICE PRODUCTION PROCESS IS PRESENTED, AND RESEARCH PLANS FOR A COMPARATIVE STUDY OF ORGANIZATIONAL ALTERNATIVES IN MUNICIPAL POLICING ARE DESCRIBED.
Abstract
THE MODEL MAKES IT POSSIBLE TO SPECIFY AND LINK THE FOLLOWING COMPONENTS OF THE SERVICE PRODUCTION PROCESS: ORGANIZATIONAL ARRANGEMENTS; SERVICE CONDITIONS; INPUTS; PUBLIC EMPLOYEE AND CITIZEN CHARACTERISTICS; ACTIVITIES; OUTPUTS; AND OUTCOMES. THE RESULTS OF THE PROCESS -OUTPUTS AND OUTCOMES -- ARE THE PRIMARY FOCUS FOR UNDERSTANDING AND EVALUATING PUBLIC AGENCIES. THE PROPOSED COMPARATIVE STUDY WILL INCLUDE POLICE AGENCIES IN ROCHESTER, N.Y., ST. LOUIS, MO., AND TAMPA-ST. PETERSBURG, FLA. ORGANIZATIONAL ARRANGEMENTS WILL BE EVALUATED IN TERMS OF POLICE EFFECTIVENESS, RESPONSIVENESS, EQUITY, AND EFFICIENCY. THE MEANS BY WHICH THE CRITERIA ARE TO BE MADE OPERATIONAL ARE DESCRIBED.
