THIS PAPER DISCUSSES HOW THE METHODOLOGY AND RESULTS OF LARGE-SCALE EVALUATION CAN BE APPLIED TO CHILD ABUSE AND NEGLECT PROGRAM SELF-EVALUATIONS AND THEREBY IMPROVE THEIR FUNCTIONING.
Abstract
MAJOR COMPONENTS IN THE EVALUATION OF 11 SERVICE PROJECTS, REPRESENTATIVE OF LARGE-SCALE EVALUATION IN THE FIELD OF CHILD ABUSE AND NEGLECT, ARE ASSESSMENT OF PROJECT GOAL ACHIEVEMENT, IMPACT OF PROJECTS ON COMMUNITIES, IMPACT OF SERVICES ON ADULT CLIENTS, IMPACT OF SERVICES ON CHILD CLIENTS, DOLLAR COSTS OF PROJECT SERVICES, MANAGEMENT PROCESSES AND ORGANIZATIONAL STRUCTURES CONTRIBUTIONS TO WORKER BURN-OUT, AND QUALITY OF CASE MANAGEMENT PROCEDURES. PERIODIC STRUCTURED AND UNSTRUCTURED INTERVIEWS, ORGANIZED GROUP-PROCESS TECHNIQUES, TABULATIONS OF YEARLY PROGRAM STATISTICS, MAINTENANCE OF CLIENT DATA, RECORD REVIEWS, AND STAFF SURVEYS HAVE BEEN USED IN EVALUATION. CASE STUDIES, DESCRIPTIVE STATISTICS, AND MULTIVARIATE STATISTICAL TECHNIQUES HAVE BEEN EMPLOYED TO ANALYZE DATA. THE TRANSLATION OF LARGE-SCALE EVALUATION TO THE PROGRAM LEVEL IS OF PARTICULAR CONCERN IN CASE MANAGEMENT. IN ASSESSING CASE MANAGEMENT PRACTICES RESEARCHERS HAVE FOCUSED ATTENTION ON SPECIFIC PRACTICES OR ACTIVITIES THAT ARE CRITICAL TO OVERALL CASE HANDLING IN AN EFFECTIVE WAY, THE QUALITY OF CASE MANAGEMENT AND ITS EFFECT ON OUTCOMES FOR CLIENTS, AND STANDARDS FOR CASE MANAGEMENT. THE CASE MANAGEMENT ASSESSMENT APPROACH, DATA COLLECTION PROCEDURES, AND DATA ANALYSIS IN TERMS OF RELIABILITY ARE DETAILED. NORMS OF CASE MANAGEMENT, AS DETERMINED IN THE ASSESSMENT, ARE ENUMERATED.
