In 1990, the Council of Europe's Parliamentary Assembly invited the Committee of Ministers to draw up a legal instrument to supplement the United Nations Convention on the Rights of the Child, and the result was the European Convention on the Exercise of Children's Rights in 1996.
Abstract
The convention recognizes the rights and best interests of children should be protected, children should be given relevant information to protect their rights, and parents should play a key role in protecting and promoting the rights and best interests of children. The convention contains articles that focus on procedural measures to promote the exercise of children's rights and includes procedures for amending and ratifying the convention. An explanatory report addresses provisions of the convention, the scope of the convention, procedural rights of children, and the role of judicial authorities and national bodies in protecting children's rights.
