Abstract
THE JOINT EXPLANATORY STATEMENT OF THE COMMITTEE OF CONFERENCE RECOUNTS THE AREAS OF DISAGREEMENT BETWEEN THE TWO HOUSES AND SETS FORTH THE CONFORMING CHANGES AND AGREEMENTS. SUBJECTS UNDER DISCUSSION INCLUDE LEGISLATIVE, JUDICIAL AND EXECUTIVE PERSONAL FINANCIAL DISCLOSURE REQUIREMENTS; PROVISIONS FOR THE AUDITS OF FINANCIAL DISCLOSURE STATEMENTS; AND THE ESTABLISHMENT OF A FORMAL ADVISORY OPINION SERVICE UNDER THE CONTROL OF THE DIRECTOR OF THE OFFICE OF GOVERNMENT ETHICS, POST-EMPLOYMENT CONFLICT OF INTEREST FOR MEMBERS OF THE EXECUTIVE BRANCH, INCLUDES RESTRICTIONS BASED ON THE DEGREE OF PERSONAL KNOWLEDGE A FORMER OFFICIAL OR EMPLOYEE HAS OF A PARTICULAR MATTER, PROHIBITION OF FORMER OFFICIALS OR EMPLOYEE HAS OF A PARTICULAR MATTER, PROHIBITION OF FORMER OFFICIALS FROM CONTACTING FORMER DEPARTMENTS OR AGENCIES ON MATTERS PENDING BEFORE THE AGENCY FOR A PERIOD OF 1 YEAR, AND CRIMINAL SANCTIONS AND ADMINISTRATIVE REMEDIES FOR VIOLATIONS.
