This study examines three alternatives for carrying out LEAA'S research and development (R&D) activities in the natural sciences and technology: a LEAA/NILECJ-managed R&D program, performed by multiple contractors and grantees; a prime-contractor-managed R&D program; and a multidisciplinary R&D laboratory, owned and operated by LEAA.
Abstract
The best alternative is the LEAA/NILECJ operation because it would enable LEAA to maintain direction and control of its R&D program through an enhanced internal capability for systems analysis and program planning. Competitive awards of grants and contracts would attract the best talent, and the system would remain flexible. This program would be less costly than the other alternatives. The study suggests specific organizational, staffing, operational, and budget procedures to assist in the implementation of the recommended alternative. Appendixes provide about 20 references and commentary on NILECJ'S R&D plans. Charts are included.
