This report details a 1-day conference on unemployment among offenders for probation and prison managers. The new Adult Training Program from the Manpower Services Commission is described together with proposals from National Association for the Care and Resettlement of Offenders (NACRO) and Apex Trust for training of long-term unemployed offenders under this program.
Abstract
Probation and Prison Services managers are consulted about the development of this new program, particularly its relevancy to the long term unemployed, referral mechanism, assessment, and support processes for offenders in both custody and community. The report includes reports of the main speeches at the conference, updated briefs from NACRO and Apex Trust regarding their involvement with Employment Training, reports of speeches from Probation and Prison services on employment, training and offenders, and the ACOPO guidelines on improving employment and training opportunities for offenders plus a list of relevant publications.
