The Employee Development Committee of the Montgomery County Police Department (Maryland) examined the quality of work life of all police employees and developed recommendations consistent with the goals, values, and principles of community policing.
Abstract
The committee proposes that departmental policies provide for the equitable treatment of all employees in the areas of promotion, transfers, and career opportunities. Other proposals are designed to enhance the free, unrestricted flow of information and communications at all levels. As a general policy, communications should be as informal as the circumstances allow. Recommended procedures are designed to facilitate ease and efficiency in the communications process. The committee also favors increasing the degree of participation of all employees in the creation and implementation of departmental policy. To make career development an equal opportunity for all employees, the committee proposes that the department design an accurate and fair evaluation system that will objectively measure employee performance in the context of departmental goals and objectives. Finally, the committee recommends strategies for the creation of a leadership philosophy that emphasizes the benefits of encouraging all employees to reach their fullest potential.
