DURING THE QUARTERLY PERIOD FROM APRIL 1, 1979, TO JUNE 30, 1979, THE SECOND PHASE OF RESEARCH ON A SAMPLE OF 200 CRIMINAL JUSTICE PROGRAM EVALUATIONS WAS BEGUN BY THE MASSACHUSETTS INSTITUTE OF TECHNOLOGY.
Abstract
IN ADDITION TO SENDING OUT OVER 200 MANAGER, FUNDER, AND EVALUATOR QUESTIONNAIRES, FOLLOWUP PROCEDURES WERE INITIATED TO OBTAIN A HIGHER RESPONSE RATE. WORK BEGAN ON A COMPUTER PROGRAM FOR ANALYZING RESPONSES. FINDING COMPLETE AND CURRENT ADDRESS INFORMATION FOR MANAGERS, FUNDERS, AND EVALUATORS OF PROGRAMS IN THE SAMPLE WAS DIFFICULT. THE PRIMARY PROBLEM WAS THAT MANY EVALUATIONS HAD BEEN CONDUCTED SEVERAL YEARS BEFORE; AS A RESULT, SOME PROGRAM PERSONNEL AND ADMINISTRATIVE OFFICES HAD MOVED, CERTAIN PROGRAMS HAD BEEN DISCONTINUED, AND SOME CONSULTING FIRMS HAD DISAPPEARED. THE FINAL VERSION OF AN INTERIM ANALYSIS OF 200 CRIMINAL JUSTICE PROGRAM EVALUATIONS WAS PUBLISHED AND COPIES WERE SENT TO LEAA. A REPORT ON MODELS FOR THE EVALUATION OF TREATMENT-RELEASE CORRECTIONAL PROGRAMS WAS ALSO PUBLISHED. THIS REPORT CONTAINS A GENERAL MODEL OF REARREST PATTERNS OVER TIME, WITH A NUMERICAL EXAMPLE ILLUSTRATING MODEL BEHAVIOR UNDER ALTERNATIVE ASSUMPTIONS. OTHER REPORTS PREPARED DURING THE QUARTER FOCUSED ON MARKOV ANALYSIS AND MODEL-BASED EVALUATIONS. (DEP)
