Abstract
THIS ARTICLE DISCUSSES HOW PROGRAM EVALUATION IS DIFFERENT FROM PROJECT EVALUATION, DIFFERENT FROM PROGRAM RESEARCH, A PROCESS RATHER THAN A PROCEDURE, MORE THAN EXAMINING THE ATTAINMENT OF OBJECTIVES AND EVALUATING PROGRAM RESULTS. THIS ARTICLE DOES NOT PROVIDE PROCEDURES FOR PROGRAM EVALUATION BUT ATTEMPTS TO GIVE THE READER A BETTER UNDERSTANDING OF THE CONCEPT OF PROGRAM EVALUATION. (AUTHOR ABSTRACT MODIFIED)
