The Emergency Information and Coordination Center (EICC) is the principal information gathering and action control facility of the Federal Emergency Management Agency.
Abstract
The EICC mission is to provide the National Emergency Management Authority with the information and facilities for making accurate and timely decisions in peacetime or during war, and with the communications necessary for rapid and reliable transmission of these decisions. This document describes the EICC and its emergency management capabilities; it discusses the Center's concept of operations, organization and staffing pattern, and physical layout and facilities. The major capabilities of the Center's decision support system are detailed. These include the Multi-Media Telecommunications System, the Executive Display System, and the Integrated Emergency Management Information System. The final chapter outlines future EICC system development in these three areas. 3 appendixes
