This fact sheet discusses the EFLEA Program, enacted in 1984, to assist states and/or local units of government in responding to extraordinary law enforcement emergencies by authorizing the Attorney General to grant funding to alleviate costs incurred by law enforcement in response to emergencies.

Abstract

This document is a fact sheet that provides background information, eligibility criteria, application process and requirements, examples of funding, and additional information on the Emergency Federal Law Enforcement Assistance (EFLEA) Program. It also provides further information on the Bureau of Justice Assistance and other emergency assistance programs. The EFLEA Program aids states and/or local government units in their responses to extraordinary law enforcement emergencies by authorizing the Attorney General to grant funding that helps alleviate costs incurred due to those emergencies. The EFLEA Program restricts applicability only to emergency situations in which state and local resources have been completely exhausted or are inadequate to deal with them. Eligibility requirements state that the EFLEA Program submission must be in writing by the State Administering Agency (SAA) Edward Byrne Memorial Justice Assistant Grant (JAG) contact, acting on behalf of the chief executive officer for the state. The SAA JAG contact must write to the BJA Director, who, along with OJP’s Assistant Attorney General, will approve or disapprove the request upon its receipt.
