This paper discusses the relationships between government information in electronic format and the Freedom of Information Act and its implication for the formulation and implementation of U.S. Federal information policy.
Abstract
This paper also explores the inherent tensions between the executive branch and the legislative branches of government in the enterprise of formulation and implementation of information policy. The author believes that Congress needs to take a leading role in setting policy, but that more preliminary work must be done before legislation can be drafted. 143 references.
