The Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders took place in 1990 and adopted resolutions on international cooperation in crime prevention and criminal justice, the computerization of criminal justice information, basic principles for the treatment of prisoners, and domestic violence.
Abstract
It also drafted model treaties on extradition, mutual assistance in criminal matters, the transfer of criminal proceedings, and the transfer of supervision of offenders conditionally sentenced or conditionally released. Representatives of 127 governments and 50 nongovernmental organizations attended the congress, as did about 400 individuals. The United States did not attend due to the Cuban location. Most decisions were made by consensus with a two-thirds vote required if consensus was not reached. The two resolutions with the most significance for the future of United Nations programs focused on a review of the functioning and program of work of the United Nations in crime prevention and criminal justice and the development of future procedures for evaluating countries' use of United Nations standards and guidelines.
