This report describes eight successful drug prevention initiatives with particular focus on increased arrest rates, decreased drug use, community involvement, sources of funding, and the circumstances that led to the program's implementation.
Abstract
Among the programs described is Phoenix's Demand Reduction Program which focuses on user accountability and incorporates drug enforcement, treatment, and education and the Houston Crack Down program which develops action plans to fight substance abuse through a 4-member steering committee of citizens and local business leaders. The New Orleans Narcotic Enforcement In Public Housing program reduces narcotic trafficking through police patrols, intelligence gathering, and citizen involvement whereas the Oakland Church Community Organization eradicates crack houses. The community-based Colorado Spring's Patrol Drug Intervention program focuses on the problem of street level narcotic distribution at its source. Philadelphia's Probation and Parole and Creative Supervision programs provide treatment and rehabilitation to arrested persons who test positive for drug use. Tampas' Quick Uniform Attack program on drugs employs methods of identification and squad infiltration of drug distribution areas. Bostons' Safe Neighborhoods Plan addresses gang problems by providing economic opportunity, coordinating law enforcement, and fostering community and family responsibility.
