DETAILED ACCOUNT OF DISCUSSIONS AT A WORKSHOP CONVENED IN JUNE, 1974 BY THE UNITED NATIONS SOCIAL DEFENCE RESEARCH INSTITUTE AND A GENERAL BIBLIOGRAPHY ON THE SUBJECT.
Abstract
THE REPORT DISCUSSES A SERIES OF HYPOTHESES ON THE CORRELATIONS BETWEEN ECONOMIC DISRUPTION OR CRISES, CRIME OR OTHER FORMS OF DEVIANCE WHICH MAY NOT BE PUNISHED BY LAW, TOLERANCE LEVELS, AND THE ABILITY TO COPE WITH DEVIANCE BY SOCIAL DEFENCE MEASURES. VARIOUS KINDS OF ECONOMIC DISRUPTION SITUATIONS ARE CONSIDERED IN SEPARATE CHAPTERS: SHARP CRISES, INCLUDING DISRUPTION RESULTING FROM NATURAL DISASTERS; GRADUAL AND CYCLICAL CRISES REFLECTED IN INFLATION, RECESSION AND MIS-EMPLOYMENT; COMMODITY SHORTAGES; CHRONIC ECONOMIC DISTRESS. THE OVERALL CONCLUSION IS THAT THE MAIN PROBLEM IS NOT ONE OF DEVIANCE PER SE, BUT RATHER OF CONTROL SYSTEM MANAGEMENT UNDER CONDITIONS OF CHANGE AND, AT TIMES, CRISIS. (AUTHOR ABSTRACT)
