This report provides a statistical overview of New York's Earned Eligibility Program (EEP) from April through September 1992.
Abstract
The focus is on inmates evaluated for a Certificate of Earned Eligibility prior to their initial Parole Board hearing. Sections provide an overview of the EEP, reasons for earned eligibility decisions, earned eligibility and parole dispositions, impact on release rate, and recidivism of releasees. During the period, of the 11,304 inmates who were eligible for a Certificate, 7,589 (67 percent) were issued one; 2,446 (22 percent) were denied; and 1,269 (11 percent) were noncertifiable at the time of review through no fault of their own. Those who received a Certificate were significantly more likely than others to be granted parole. The recidivism rate among EEP releasees was found to be significantly lower than that among a group of pre-EEP releasees. In sum, the EEP is generating additional releases, thus saving money for the State, without significant risk to the community. 7 tables
