This report provides a statistical overview of New York's Earned Eligibility Program (EEP) from its inception in July 1987 through September 1992.
Abstract
The objective of the EEP is to increase the rate of release for inmates who have served their required minimum sentence and shown an overall pattern of progress in appropriate programs. This report is divided into five sections: 1) statistical tables on crimes, sentences, and personal characteristics for inmates who were evaluated for a Certificate of Earned Eligibility and who appeared at their initial Parole Board hearing (n=67,193); 2) parallel tables showing the board's decisions; 3) Earned Eligibility reviews and parole dispositions for cases reappearing before the board; 4) impact of the EEP in generating additional releases; and 5) impact on recidivism. During the period, of the 85,305 inmates who were eligible for a Certificate, 59,329 (70 percent) were issued one; 16,298 (19 percent) were denied; and 9,678 (11 percent) were noncertifiable at the time of review through no fault of their own. Those who received a Certificate were significantly more likely than others to be granted parole. EEP has saved the State an estimated total of more than $260 million. 24 tables
