Convened at the West Yorkshire Police Training School in Wakefield, England, in June 1994, this conference responded to public concern about the drug problem and associated high crime levels.
Abstract
The conference theme focused on drugs and criminality and addressed such issues as drug legalization and decriminalization, demand reduction, prevention, financial investigations, and drug-crime links. Conference presentations were followed by group workshops. The opening presentation examined the status of drug trafficking, drug law enforcement, criminal organizations involved in drug smuggling, and effects of drug trafficking. Other presentations discussed links between drugs and crime, the failure of existing policies to prevent or reduce drug use, the development of Europol, the connection between organized crime and drug trafficking, the need for drug education, and the U.S. drug strategy. Workshops explored drug legalization, financial investigations, international aspects of drug-related crimes, and drug prevention issues. Photographs
