FOUR PAPERS PRESENTED AT THIS CONFERENCE, HELD MAY 22-24, 1974 IN TEHERAN, IRAN, BY THE INTERNATIONAL CENTER FOR COMPARATIVE CRIMINOLOGY.
Abstract
THE FIRST PAPER, 'DRUG ADDICTION AND CRIMINALITY,' CONSIDERS DRUG LAWS, DRUG LAW OFFENSES, AND THEIR ENFORCEMENT; THE EFFECT OF DRUG USE ON HUMAN BEHAVIOR, PARTICULARLY CRIMINAL BEHAVIOR; CRIMES COMMITTED TO SUPPORT DRUG DEPENDENCE; AND DRUG USE AS A SOCIOCULTURAL PHENOMENON. THE SECOND PAPER DISCUSSES THE DIFFERENTIAL EFFECT OF DRUG USE ON THE COMMISSION OF DRUG AND NON-DRUG OFFENSES; DIRECT AND INDIRECT RELATIONSHIPS BETWEEN CRIME AND DRUG USE; AND THE DIFFERENCE BETWEEN THE ALCOHOLIC OR DRUG USER WHO BECOMES A CRIMINAL AND THE CRIMINAL WHO BECOMES AN ALCOHOLIC OR DRUG USER. THE CRIMINOGENIC EFFECTS OF VARIOUS TYPES OF DRUGS (ALCOHOL, MARIJUANA, OPIATES, AMPHETAMINES, BARBITURATES, AND HALLUCINOGENS) ARE ALSO CONSIDERED INDIVIDUALLY. THE THIRD PAPER EXPLORES SOLUTIONS TO THE DRUG USE PROBLEM, FOCUSING ON THE CAUSES, CONTROL, TREATMENT, AND TRAFFICKING OF BOTH LEGAL (ALCOHOL) AND ILLEGAL (NARCOTICS) DRUGS USE. IT CONCLUDES BY URGING STRICTER CONTROL OF THE DISTRIBUTION OF DRUGS NEEDED FOR MEDICAL PURPOSES AND INCREASED PUBLIC EDUCATION AND INFORMATION EFFORTS. THE LAST PAPER LOOKS AHEAD TO THE POSSIBLE FOCUS OF FUTURE DRUG CONTROL ABUSE POLICIES.
