This proposal, submitted to the Bureau of Justice Assistance (BJA) in 1990, presents a plan for helping probation and parole agencies develop a comprehensive and efficient drug testing program and establish offender case management strategies, specifically intermediate sanctions, which include drug testing as a major component.
Abstract
The American Probation and Parole Association (APPA), in cooperation with the Council of State Governments (CSG), proposes to develop and implement a training curriculum using BJA's Drug Testing Guidelines for Adult Probation and Parole Agencies, along with a series of drug testing papers on State case law, model legislation, innovative drug testing programs, and linkages with other system components. Training of management, supervisors, and operational staff will be accomplished through at least eight regional training sessions which will focus on the process of developing a drug testing program in the context of intermediate sanctions. Once the training sessions have been implemented, APPA/CSG will assist probation and parole agencies by assessing the specific needs of each jurisdiction. Both short-term and long-term technical assistance will be available for up to 65 sites. In addition, extensive technical assistance will be made available to demonstration sites selected by BJA under its drug testing program initiative. Cultivating legislative linkages will be a major activity and will include educating State legislators and policymakers on the benefits of drug testing. The proposal contains a detailed statement of the problem and describes the technial approach, the training curriculum, and the technical assistance process. Appendixes contain the drug testing methodology, a technical assistance letter and forms, and the APPA/CSG memorandum of understanding.
