ANALYSIS OF THE ECONOMICS OF MEDICAL EXPERIMENTATION ON PRISONERS AND EXAMINATION OF THE RELATIVE COSTS AND BENEFITS OF POTENTIALLY VIABLE ALTERNATIVES TO EXISTING EXPERIMENTATION PRACTICES.
Abstract
THIS BOOK FIRST EXAMINES THE NATURE OF CORRECTIONAL INSTITUTIONS, IN SO FAR AS THEY IMPOSE MOTIVATIONS AND NEED HIERARCHIES ON THEIR INMATES WHICH DIFFER FROM THOSE DRIVING MOST NONRESIDENTS OF TOTAL INSTITUTIONS. IT THEN EXAMINE EXPERIMENTATION IN GENERAL, AND MEDICAL EXPERIMENTS IN PARTICULAR, TO DEVELOP A TYPOLOGY OF EXPERIMENTS AND EXPERIMENTERS, TURNING EVENTUALLY TO FOCUS ON THE EXPERIMENTS ENGAGED IN FOR THE PURPOSE OF NEW PHARMACEUTICAL DEVELOPMENT AND INTRODUCTION. MOVING TO THE COST SAVINGS ASSOCIATED WITH ACCESS TO INSTITUTIONAL LOCI FOR EXPERIMENTATION, IT LOOKS FIRST AT THE LOWERED COSTS ASSOCIATED WITH THE INSTITUTIONAL CONTEXT IN WHICH SUBJECTS ARE LOCATED AND SECOND AT THE REDUCED DEMANDS FOR MONETARY REMUNERATTION ON THE PART OF THE SUBJECTS THEMSELVES, AS THE RESULTS OF THE CONTEXTS IN WHICH THEY RESIDE. ACCEPTING THE COST-SAVING IMPLICATIONS OF ACCESS TO PRISONERS, THE AUTHORS EXAMINES WHO BENEFITS FROM THE REDUCED COSTS, FOCUSSING ON SOCIOECONOMIC CLASS RELATIONSHIPS. HE CONCLUDES WITH A REVIEW OF THE POSSIBLE MANNERS IN WHICH THE DOLLAR COST SAVINGS ASSOCIATED WITH PHARMACEUTICAL DEVELOPMENT EXPERIMENTATION IN PRISON MIGHT BE USED SO AS TO PRODUCE THE GREATEST POSSIBLE BENEFITS TO THE SOCIETY AS A WHOLE. CONSIDERED ARE DIRECT REMUNERATION TO PRISONERS OF THE FULL FREE-MARKET VALUE OF THE LABOR POWER THEY PROVIDE EXPERIMENTERS; INSURANCE TO EX-SUBJECTS COVERING THEM AGAINST AFTEREFFECTS; POOLING FEES DUE INMATE-SUBJECTS AND PROVIDING THEM TO ALL INMATES AS A CLASS, POSSIBLY AS 'GATE MONEY', AND CORRECTIONAL SYSTEM COMPENSATION FOR MEDICAL CARE FOR REINCARCERATED EX-SUBJECTS.
