THE 1978 ANNUAL REPORT OF THE DR. HENRI VAN DER HOEVEN CLINIC DESCRIBES THE ADMINISTRATIVE STRUCTURE AND ACTIVITIES OF THE YEAR, THE CLINIC TREATMENT METHODS, AND THE ANNUAL BUDGET.
Abstract
THE CLINIC IS A FACILITY FOR INDIVIDUALS WHO ARE INVOLUNTARILY INSTITUTIONALIZED BY A JUDGE BECAUSE OF THE RISK THAT THEY POSE TO OTHERS. THE INSTITUTION IS ADMINISTERED BY THE WILLEM ARNTSZ FOUNDATION UNDER CONTRACT TO THE MINISTRY OF JUSTICE AND IS CONTROLLED BY A DIRECTOR WITH THE ASSISTANCE OF AN ADMINISTRATIVE COMMISSION AND A WORKS COUNCIL. IN 1978, 700 VISITORS CAME TO OBSERVE THE CLINIC, A STUDY FOR THE MINISTRY OF JUSTICE ON THE INSTITUTION'S POPULATION WAS CONTINUED, PLANNING FOR THE CLINIC'S 25TH ANNIVERSARY IN 1980 WAS BEGUN, AND SEVEN STAFF MEMBERS RETIRED. THE GOAL OF TREATMENT IS TO TEACH PATIENTS RESPONSIBILITY FOR THEIR OWN BEHAVIOR SO THAT THEY CAN BE REINTEGRATED INTO SOCIETY. IN THE CLINIC SETTING A BALANCE IS STRUCK BETWEEN FREEDOM IN WHICH TO DEVELOP RESPONSIBLE HABITS AND PROTECTIVE CONTROL MEASURES. THIS BALANCE WAS DISTURBED IN EARLY 1978 BY AN INFLUX OF MONEY, WHICH LED TO A RISE IN ALCOHOL AND DRUG USE, AS WELL AS THEFTS. SPONTANEOUS BREAKOUTS WERE A PROBLEM IN THE SAME PERIOD. THE DISTURBANCES BECAME LESS PRONOUNCED AFTER IMPOSITION OF A CURFEW. METHODS USED IN THE CLINIC INCLUDE GOAL-ORIENTED TREATMENT, GOAL-ATTAINMENT SCALING, AND TRAINING FOR BEHAVIOR IN SOCIAL INTERACTION USING ETHOLOGICAL PRINCIPLES. OTHER TREATMENT ACTIVITIES INCLUDE INTENSIVE REMEDIAL DEVELOPMENTAL WORK IN A SPECIAL DEPARTMENT, TRAINING COURSES AND SPORTS, AND CHURCH ATTENDANCE. TABLES SHOW THE BUDGETARY INCREASES OVER 1977, WHICH ARE GREATEST FOR SALARIES, ENERGY, AND OPERATING EXPENSES. APPENDIXES WITH TABLES SHOW THE NUMBER OF PATIENTS AND DURATION OF TREATMENT, PATIENT AGE, PATIENT COURSES, MEDICINES USED, NUMBER OF RUNAWAYS, PUBLICATIONS ON THE CLINIC'S WORK, NUMBER AND TRAINING OF PERSONNEL, AND STAFF SICK-DAYS. A COPY OF THE ANNUAL REPORT OF THE WORKS COUNCIL IS SUPPLIED.
