This report summarizes the content of the statutes of the 50 States and the District of Columbia that address juveniles' use of alcohol or drugs as of November 1989.
Abstract
The report identifies five major components of statutory mandates that address juvenile drug and alcohol use in the States. Subcategories are outlined under each of the five major categories. States that have particular mandates are shown. Another section of the report lists the statutory components for each State and the District of Columbia. One of the five broad statutory components is "furnishing," which makes it unlawful to sell, give, or otherwise furnish or distribute alcoholic beverages, marijuana, cocaine, controlled substances, or drug paraphernalia to a minor. A second category is "minor possessing or buying," which makes it illegal for a minor to buy, possess, or consume alcoholic beverages or controlled substances. A third category is "punishments of adults," which designate sanctions for adults who contribute to a juvenile's possession or use of alcoholic beverages or illegal drugs. The fourth category is "general powers as to minors," which specifies the dispositions available to the juvenile courts under their general statutory dispositional powers for all delinquents as regards violations of laws pertinent to juvenile alcohol and drug use. The fifth category is "detection of offenses," which involves the authorization of means to improve the detection of alcoholic beverages and controlled substances offenses and thus provide assistance to the offenders at an earlier date while protecting others who associate with them.
