This article points out that British demographic changes make it likely that many talented police officers will not receive promotions and argues that police managers and administrators should develop additional incentives such as lateral career development and incentive bonuses.
Abstract
Developing an excellent police force requires helping young officers pursue excellence in skills and professionalism. When a force has many excellent officers, not all can be promoted upward in a vertical career development pattern. However, managers can help young officers find satisfying lateral career assignments and they can be rewarded with money incentive bonuses. Focus should be on maximum achievable standards of excellence rather than on minimum standards of survival.
