Abstract
IT IS CONTENDED THAT THE NATURE OF THIS SOCIETY'S DEVELOPMENT INEVITABLY RESULTS IN THE LOSS OF INNER CONTROL AND CONSCIENCE IN YOUTH. BUREAUCRATIC CONTROL, I.E. THE AMERICAN URBAN SCHOOL SYSTEM, IS CURRENTLY FAILING AND ANOTHER METHOD TO SECURE COMPLIANCE IN YOUTH IS BEING USED, I.E. THE APPLICATION OF DRUGS. THE OBJECT OF THIS PHASE OF THE STUDY IS TO PROVIDE A THEORETICAL FRAMEWORK WITHIN WHICH GENERAL STRATEGIES FOR A NEW SYSTEM OF JUVENILE CONTROL MIGHT BE DEVELOPED. (AUTHOR MODIFIED)
