PRINCIPLES IN AND AN APPROACH TO THE DEVELOPMENT OF A CLIENT-BASED INFORMATION SYSTEM ARE DELINEATED IN THIS DESCRIPTION OF A HYPOTHETICAL SYSTEM DEVELOPMENT AND EVALUATION PROJECT.
Abstract
NO MATTER HOW A PROGRAM IS DEFINED OR STRUCTURED, IT MUST HAVE BASIC GOALS AND STRATEGIES TO ASSIST STAFF IN MAKING IMPROVEMENTS. AN ORGANIZATION OR PROGRAM IS DEFINED IN A SYSTEMS MODEL IN TERMS OF INPUTS, PROCESSES, AND OUTPUTS. COMPONENTS IN PROGRAM ARTICULATION, THE FIRST PHASE IN DEVELOPING A CLIENT-BASED INFORMATION SYSTEM, ARE POLICIES, POLICY OBJECTIVES, STRATEGIES, IMPACT EVALUATION, AND EFFECTIVENESS AND EFFICIENCY EVALUATION. AFTER PROGRAM ARTICULATION HAS BEEN ACCOMPLISHED, A CRITICAL STEP IS THE DEVELOPMENT OF FEEDBACK LOOPS AND INFORMATION REQUIREMENTS. THESE REQUIREMENTS DEVELOP THROUGH SELECTED MEASURES FOR IMPACT, EFFECTIVENESS, AND EFFICIENCY EVALUATION AND THROUGH SPECIFIC REPORTS FOR LINE STAFF, SUPERVISORS, AND MANAGERS. THIS PROGRAM ARTICULATION MODEL AND FEEDBACK PROCEDURES ARE APPLIED TO PROGRAMS IN A HYPOTHETICAL COUNTY'S DEPARTMENT OF SOCIAL SERVICES. SUPPORTING FIGURES ARE INCLUDED. (DEP)
