This article presents a brief description of deterrence theory and a survey of research so far conducted on the deterrent effects of penal sanctions.
Abstract
The author concludes that anyone declaring for or against deterrence theory would be acting prematurely, for all the research conducted about the influence of deterrence on human behavior has been one-sided and imperfect, while new research projects are still only being formed. It is probable that deterrence has very different effects on prevention, depending on the kinds of criminal offenses committed. Deterrence should be considered as only one means of prevention.
