This report describes the implementation and management of counterintelligence polygraph screening within the Department of Defense; the utility of the counterintelligence-scope polygraph, particularly as a deterrent; and plans and programs underway designed to validate and enhance the Defense Department's polygraph program.
Abstract
A review of fiscal year 1986 polygraph test program results covers the number and purpose of examinations conducted, results of examinations, and uses of examination results. In analyzing the utility of the counterintelligence polygraph, the report presents various categories of anecdotal accounts of polygraph interviews which produced data of vital security importance not otherwise obtainable. The report also presents results from a periodic counterintelligence-scope examinations and discusses the polygraph's use in personnel security, the positive collection effort against U.S. intelligence, counterespionage operations, damage assessment following espionage convictions, and the polygraph's deterrent value. Other issues addressed in the report are polygraph program expansion, polygraph training, polygraph research, and difficulties in program expansion.
