FINAL REPORT ON DENVER'S IMPLEMENTATION OF THE LEAA HIGH IMPACT ANTI-CRIME PROGRAM.
Abstract
THE GOALS OF THIS PROJECT WERE THE REDUCTION BY FIVE PERCENT IN TWO YEARS AND BY TWENTY PERCENT IN FIVE YEARS STRANGER-TO-STRANGER FELONY OFFENSES OF HOMICIDE, ASSAULT, RAPE, ROBBERY, AND BURGLARY. THE PROJECT DESIGN AND DEVELOPMENT ACTIVITIES OF THE CRIME ANALYSIS TEAM APPOINTED BY THE MAYOR ARE DESCRIBED. ANOTHER SECTION ADDRESSES OBSTACLES AND DIFFICULTIES PRESENTED TO THE CRIME ANALYSIS TEAM FROM ALL SOURCES. THE FINAL SECTION PRESENTS THE SUBJECTIVE COMMENTS OF THE PROJECT DIRECTOR. THE EVALUATION METHODOLOGY CONSISTED OF COMPARING CRIME RATES WITH PROJECTED TRENDS. RESULTS SEEMED TO INDICATE THAT THESE 'IMPACT' CRIMES WERE, AT LEAST, OCCURING LESS FREQUENTLY THAN THE TREND ANALYSIS INDICATED THEY SHOULD.
