COMPILED BY THE NATIONAL CENTER ON INSTITUTIONS AND ALTERNATIVES, THIS BIBLIOGRAPHY FOCUSES ON JUVENILE CONCERNS AND A JUSTICE SYSTEM WHICH RESPONDS TO YOUTHFUL OFFENDERS.
