DEFINES AND DESCRIBES PROBLEMS INHERENT IN THE CONFLICT BETWEEN THE ATTEMPT TO PROTECT INDIVIDUAL SAFETY AND THE THE DESIRE TO MAINTAIN INDIVIDUAL PRIVACY.
Abstract
THESE PROBLEMS ARE CONSIDERED IN LIGHT OF THE IMPACT THEY HAVE ON LAW ENFORCEMENT AND, BY EXTENTION, THE THREAT TO THE SAFETY OF SOCIETY WHICH WILL MATERIALIZE SHOULD THE ABSOLUTE APPROACH OF THE TOTAL PRIVACY CONCEPT BECOME REALITY. THE CONCEPT OF LAW ENFORCEMENT PROTECTION IS DISCUSSED IN OPPOSITION TO THE CONCEPT OF MAINTAINING PERSONAL PRIVACY. THEN, THE TOTAL PRIVACY CONCEPT IS REVIEWED, AND THE IMPACT OF ITS IMPLEMENTATION IS CONSIDERED. THE AUTHORS CONCLUDE THAT A BALANCE BETWEEN THE COMPETING CONCEPTS IS MOST DESIRABLE FOR SOCIETY.
