EARLY AND ADVANCED SIGNS OF ORGANIZATIONAL PARALYSIS IN LAW ENFORCEMENT AGENCIES ARE IDENTIFIED AND APPROPRIATE REMEDIES ARE SUGGESTED.
Abstract
IN THE EARLY STAGES OF STAGNATION, THE FOLLOWING SYMPTOMS INDICATE A POTENTIAL FOR ARRESTING THE LIFE AND ACTIVITY OF AN ORGANIZATION - LACK OF INNOVATION, LEADERSHIP FAILURE, ABSENCE OF FACTUAL INFORMATION FOR PLANNING, LACK OF CLEAR GOALS, INDECISION, AND FAILURE TO DELEGATE AUTHORITY TO SUBORDINATES. THE MAJOR SIGNS OF ADVANCED STAGES OF STAGNATION ARE MANAGEMENT BY CRISIS, BREAKDOWN IN COMMUNICATIONS, AND LACK OF ADAPTATION TO CHANGE. IT IS SUGGESTED THAT CORRECTIVE ACTIONS BE TAKEN IN THE EARLY STAGES OF STAGNATION, IN ORDER TO AVOID DIFFICULTY AND INCONVENIENCE TO THE PEOPLE INVOLVED.
