THIS MANUAL PRESENTS STANDARD OPERATING PROCEDURES FOR FIELD TRAINING OFFICERS (FTO) IN THE DADE COUNTY, FLA., PUBLIC SAFETY DEPARTMENT.
Abstract
THE PROCEDURES ARE DESIGNED TO STANDARDIZE SELECTION, OPERATIONS, AND EVALUATIONS FOR THE FTO PROGRAM. THE FTO IS A POLICE OFFICER OR POLICE SERVICE OFFICER CERTIFIED BY THE METROPOLITAN POLICE INSTITUTE TO INSTRUCT RECRUIT AND PROBATIONARY SWORN PERSONNEL. UNDER THE FTO PROGRAM, FTO'S RECEIVE SPECIALIZED TRAINING IN INSTRUCTIONAL, INVESTIGATIVE, AND SUPERVISORY TECHNIQUES. TEN ACTIVE FTO'S ARE TO BE MAINTAINED IN THE DEPARTMENT, AND SELECTED ACCORDING TO A PRESCRIBED PROCESS. ALL POLICE TRAINEES WILL BE ASSIGNED TO RIDE WITH FTO'S. PROBATIONARY OFFICERS ARE TO BE EVALUATED USING THE 'EMPLOYEE PERFORMANCE REPORT FOR POLICE OFFICERS ON ROAD PATROL'. A RECRUIT EVALUATION CHECKLIST WILL BE USED TO EVALUATE RECRUITS. FTO'S WILL USE THE DEPARTMENT'S FIELD TRAINING GUIDE TO ACQUAINT PROBATIONARY OFFICERS WITH DEPARTMENT FACILITIES AND PROCEDURES. DEFINITIONS OF TERMS USED, CHECKLISTS, AND PERFORMANCE RATING FORMS ARE INCLUDED. (CFW)
