This Facilitator's Guide for the training curriculum on "Investigating Allegations of Staff Sexual Misconduct With Offenders" presents preparatory guidance and lesson plans for the curriculum's 15 modules.
Abstract
This 36-hour training program is intended primarily for investigators, prosecutors, human resource administrators, and high-level correctional administrators; however, it can be adapted for use with other criminal justice professionals. The guide first presents background information for the instructor. This includes the proposed program agenda for the training, a list of topics, and break times, as well as an overview of the training, module topics, and time allowed for each module. A section on "teaching tips" presents information and suggestions on preparation and teaching techniques. Overall, the curriculum has five objectives in educating legal and correctional professionals. One objective is to review the Prison Rape Elimination Act of 2003 (PREA) and identify its impact on investigations of staff sexual misconduct with persons under correctional supervision. Second, participants will learn a comprehensive approach to investigating allegations of staff sexual misconduct with offenders. Third, they will consider the legal and investigative implications and strategies for responding to staff sexual misconduct with offenders. Fourth, they will examine the role of the prosecutor and review the legal tools for prosecuting staff sexual misconduct with offenders. Fifth, the curriculum will demonstrate and model how integrated relationships among police, prosecutors, investigators, and correctional personnel can lead to successful investigations and convictions for staff sexual misconduct with persons under correctional supervision.
