This report summarizes the activities of State protection and advocacy systems to address discrimination against persons with HIV infection during the latter part of 1988 and early 1989.
Abstract
The protection and advocacy systems were established by Federal law to investigate and help solve problems and to provide technical assistance, legal counsel, litigation services, and training. Individual cases concerned discharge of seropositive individuals from institutions, denial of access to services or institutions, and confidentiality issues. Other issues involved discrimination in employment, housing, and insurance; the isolation of HIV-positive inmates; mandatory HIV testing; and school policies.
