DISCUSSION OF THE NEED FOR GREATER RELIANCE ON COMMUNITY-BASED, NON-INSTITUTIONAL TREATMENT IN THE ITALIAN CORRECTIONAL SYSTEM.
Abstract
THE AUTHOR DISCUSSES THE IMPORTANCE OF OPEN TREATMENT TO AVOID THE NEGATIVE EFFECTS OF PRISONIZATION AND TO ENSURE REHABILITATION AT BOTH THE PROFESSIONAL AND SOCIAL LEVELS. THERE HAS BEEN RESISTANCE IN ITALY TO INNOVATIONS INTRODUCED TO THAT EFFECT IN OTHER COUNTRIES. THE NEW PENAL REFORM CONTAINS A SERIES OF IMPROVEMENTS, BUT REQUIRES ADDITIONAL LEGISLATIVE AND ADMINISTRATIVE MEASURES. THE AUTHOR CONSIDERS IT ESSENTIAL THAT OPEN REHABILITATION AND TREATMENT MEASURES SHOULD INVOLVE THE LOCAL COMMUNITY AND POINTS TO A POSITIVE EXPERIENCE IN THE CITY OF MODENA MADE POSSIBLE THROUGH THE SUPPORT OF MUNICIPAL AUTHORITIES AND THE COMMUNITY. --IN ITALIAN
