ISSUES RELEVANT TO THE 1976-77 NATIONAL HIGH SCHOOL DEBATE ARE EXAMINED IN ANALYSES OF PRISON REFORM, UNIFORM CODES, AND GUN CONTROL IN THE UNITED STATES.
Abstract
THE MATERIALS ARE INTENDED TO HELP DEBATERS IDENTIFY AND EXPLORE CENTRAL ISSUES RAISED BY NATIONAL DEBATE PROPOSITIONS. THE OPENING DISCUSSION COVERS ASPECTS OF PRISON REFORM, INCLUDING THEORY AND LAW RELEVANT TO THE AMERICAN PRISON SYSTEM, PRISON CONDITIONS, AND EXISTING ALTERNATIVES. PROBLEMS LIKELY TO BE ENCOUNTERED IN DEBATING THE PROPOSITION THAT A COMPREHENSIVE PROGRAM OF PENAL REFORM SHOULD BE ADOPTED ARE CONSIDERED. INFORMATION ON PRETRIAL PROCEDURES AND PENALTIES ISS PRESENTED RELATIVE TO THE DEBATE PROPOSITION THAT A UNIFORM CODE OF PRETRIAL PROCEDURES AND PENALTIES FOR ALL FELONIES SHOULD BE ESTABLISHED THROUGHOUT THE UNITED STATES. CHAPTER III EXAMINES FIREARMS CONTROL LAWS, REGULATIONS, AND PROPOSALS. ARGUMENTS FOR AND AGAINST INCREASED CONTROLS ARE PRESENTED, AS ARE STATISTICS ON FIREARMS IN CRIME. THE DEBATE PROPOSTION REGARDING THE ESTABLISHMENT OF A COMPREHENSIVE PROGRAM OF COMPULSORY GUN CONTROL IS CONSIDERED. A 29-PAGE BIBLIOGRAPHY CITES LAW REVIEW ARTICLES AND OTHER PUBLICATIONS RELATED TO THE DEBATE TOPICS.
