This volume presents the instructor's guide, participant guide, and major course exercise for use in the criminal justice planning course sponsored by LEAA and taught at the Criminal Justice Training and Technical Assistance Resource Centers located at five universities.
Abstract
The course contains nine modules, beginning with an introduction and overview of the criminal justice planning experience and continuing with a discussion of the planning process and alternative approaches. Other modules present a systems approach to analyzing the present situation, an introduction to forecasting, problem identification and analysis, setting goals and objectives, developing programs and projects, preparing for evaluation, and plan implementation. Class exercises include both written exercises and discussions and the use of the Delphi technique for building consensus. The participant's guide presents the learning objectives for each module, a content outline delineating the major learning points, and definitions and examples. Also provided are individual and small group exercises and reproductions of most of the course's visual aids. The instructor's guide presents the material displayed in the participant's guide, along with expanded narrative content, instructions for supplementary exercises, answers to some of the exercises, suggested additional visual aids, and teaching suggestions. The major class exercise materials present a criminal justice data set for a hypothetical city and a set of specific tasks which are based on the data set and may be assigned to groups of trainees.
