BASED ON A REVIEW OF 13 INFORMATION SYSTEM MASTER PLANS, THE AUTHOR OUTLINES THE BASIC ELEMENTS GENERALLY REQUIRED IN MASTER PLANS, MAKES RECOMMENDATIONS AS TO THE MINIMUM ELEMENTS, AND SUGGESTS APPROACHES TO THAT DEVELOPMENT.
Abstract
THREE BASIC TYPES OF CRIMINAL JUSTICE INFORMATION SYSTEM PLANS ARE IDENTIFIED: A) THE STATE CRIMINAL JUSTICE PLAN; B) THE BASIC COMPREHENSIVE PLAN; AND C) A COMPREHENSIVE PLAN AND STATE CRIMINAL JUSTICE INFORMATION SYSTEM PLAN WHICH IS A COMBINATION OF A AND B. THIS THIRD TYPE OF PLAN IS RECOMMENDED. CONSIDERATIONS IN DEVELOPING THE PLAN ARE DISCUSSED. THE ESTABLISHMENT OF AN ADVISORY COMMITTEE OF STATE AND LOCAL CRIMINAL JUSTICE REPRESENTATIVES IS RECOMMENDED. THIS COMMITTEE WOULD TAKE RESPONSIBILITY FOR DEVELOPING THE PLAN. BASIC ELEMENTS OF THE MASTER PLAN INCLUDE: GOALS AND OBJECTIVES, SECURITY ANALYSIS, REQUIREMENTS ANALYSIS, ALLOCATION OF RESPONSIBILITY, CONCEPTUAL DESIGN, PRIORITIES, BUDGET ADMINISTRATION, AND TECHNICAL REQUIREMENTS. A CHART INDICATING ELEMENTS OF THE 13 MASTER PLANS STUDIED IS INCLUDED.
