This document describes the processes for translating information on a police incident report to a computerized crime classification system (CCS), including coding, system operations, and hardware/software characteristics.
Abstract
The first section outlines procedures for coding a two-sided incident report form that contains spaces for general incident, suspect, victim, and property data. Coding tables and a glossary are provided. Event class designations consist of mutually exclusive categories depicting injury to a victim or a victim's property affected. The CCS also scores each incident according to seriousness. In addition to the descriptors, the CCS processes geocodes to identify geographic location and special descriptive modifiers. The chapter on system operations begins with specific instructions on starting up and shutting down the system. Subsequent instructions address adding a new incident, modifying incidents, and reviewing data previously entered in the CCS. Copies of the output formats produced by CCS accompany guidelines for running reports. The final section describes the system's hardware and software requirements, its data entry features, output report characteristics, and master data file format and structure. The software was developed originally to be tested in the Peoria, Ill. police department. Tables and diagrams are included.
