The success of management innovations in the judicial system often turn on a complex of factors that relate ultimately to the judicial culture in its various and differing manifestations.
Abstract
This article analyzes a recent proposal that trial court administrators be appointed to serve the largest federal district courts. It describes the origins of the proposal and its underlying assumptions, details current management practices in those courts, and compares the proposal with other efforts to inject administrators into federal court management.
