Participants in an international course on urban development problems conducted by the International Training Institute of Australian Development Assistance Bureau in 1978 provided their fellow students with detailed reports on criminal justice systems in their countries.
Abstract
The reports summarized in this paper were submitted by students from Bangladesh, Botswana, Costa Rica, Fiji, Hongkong, India, Lesotho, Malaysia, New Hebrides, Philippines, Seychelles, Swaziland, Tuvalu and Western Samoa. Some information is also provided, on planning and crime prevention in other countries, including Gambia, Korea, Nepal, Papua New Guinea, Sri-Lanka, Syria, and Uganda, also represented at the same international course. The overall conclusions drawn from the individual reports pointed to planning-related problems in crime prevention shared by all developing countries. Such problems inlcude compartimentalization of crime control measures and limited coordinating machinery for criminal justice services. Police forces are identified by their government, or identify themselves, as the most appropriate agencies to perform crime prevention planning functions. Some African nations, including Botwsana, Lesotho, and Uganda, must expand their police forces to provide border control, necessitated by an influx of refugees from neighboring countries, migratory pastoral populations, and the vastness of the areas to be patrolled. In india, where crime prevention planning is part of social welfare and social defense planning, resource constraints are relegating such plans to low priority status.
